Information for education providers - Cohort 4

An implementation framework for Cohort 4 was developed by ENZ and the Ministry of Education, in consultation with peak bodies in the education sector. The implementation framework includes information on the allocation of places to providers, criteria for courses and students, and all related processes. 

If you are an education provider who is not aligned to a peak body, you can request copies of this material by emailing c4@enz.govt.nz. 

Education providers make initial decisions about how to fill their allotted places with eligible students. Education providers submit information on these students to government education agencies. 

Education agencies confirm that the students meet the criteria, approve the nomination, and send this information to Immigration New Zealand.

Education providers then ask the confirmed students to make a formal request, within two weeks, for travel to New Zealand. (Note: For students who were already confirmed before the request for travel process opened on 13 April 2022, the two-week timeframe began on 13 April and not on the confirmation date.) After this, they are invited to apply for a student visa and are given one month to do so. 

Providers must be signatories to the Education (Pastoral Care of Tertiary and International Learners) Code of Practice 2021. 

Universities 

The eight individual universities were advised how many student places they were allocated from the 1,450 places available for the university sector.   

Te Pūkenga 

Individual institutes of technology and polytechnics were advised by Te Pūkenga how many student places they were allocated from the 700 places available for Te Pūkenga. 

Private training establishments (PTEs) 

All 39 eligible PTEs that applied for places and course approvals by 22 March 2022 were allocated some of the 850 places available and all courses included within the applications were approved. Applications were assessed according to agreed criteria by a panel which included representatives from ENZ, Ministry of Education and NZQA. 

PTEs were asked to submit student nominations to fill their allocation of places by 6 May 2022. Unallocated places have now been transferred to other providers, following consideration of providers’ initial applications, their progress to date, and the overall intent of this cohort. English Language Schools (ELS) 

ELS are PTEs that solely deliver English Language and they are not included within the PTE part of the sector for Cohort 4.  

All 20 ELS that applied for places by 22 March 2022 were allocated some of the 1,000 places available. Applications were assessed according to agreed criteria, by a panel which included representatives from ENZ, Ministry of Education, NZQA and the sector peak body.

ELS were asked to submit student nominations to fill their allocation of places by 6 May 2022. Unallocated places have now been transferred to other providers, following consideration of providers’ initial applications, their progress to date, and the overall intent of this cohort. Schools (year 9-13) 

All 177 schools that applied for places by 22 March 2022 were allocated some of the 1,000 places available. Applications were assessed according to agreed criteria, by a panel which included representatives from ENZ, Ministry of Education, NZQA and sector peak bodies.

Schools were asked to submit student nominations to fill their allocation of places by 6 May 2022. Unallocated places have now been transferred to other providers, following consideration of providers’ initial applications, their progress to date, and the overall intent of this cohort. As expected, the demand for Cohort 4 places from many education providers is higher than the number of places available. Please note that normal applications for student visas will reopen from 31 July 2022.
