    International education benefits the regions of New Zealand by contributing to the economy, supporting workforce and talent needs, and enriching communities socially and culturally. ENZ supports regions to attract and retain international students by co-funding famils or seed funding projects that align with wider government strategic goals and priorities in our work, such as those found in the International Education Strategy 2022 – 2030.

    A key aim of ENZ’s work in the regions has been to support a sustainable model of regional international education development. We work alongside interested regional economic development agencies and other relevant bodies for mutual benefit to identify opportunities for development and growth and ultimately achieve a greater balance across regions.

  • Cancellation of NZIEC 2020

    The decision was made following discussion and consultation with sector representatives in relation to COVID-19.

    Although we are disappointed to have to make this decision, the health and safety of international education sector representatives is of paramount importance.

    While August may seem some time away, the nature of conference planning timeframes mean that a decision was required now. This decision provides certainty for all involved and also allows us to focus on other priorities during this unprecedented time.

    We will continue to look for ways to keep international education professionals informed and connected in the coming times. Keep an eye on E-News for the latest information.

    We look forward to being in touch later in the year as we start preparing for NZIEC 2021. 

  • Meet the team: Miranda Herbert

    Hi Miranda. Could you tell us a bit about your professional background?

    Quite a few people who work in education say that they ‘fell into’ education. I’m the same.

    When I was younger I was always interested in languages. I did Japanese right through high school, I decided to continue with it at university. I asked my Dad what other language I should study, and he said I had to learn Chinese because it’s going to be an important language in the future.

    I then spent four and a half years living and working in China, and became quite involved in education. I ended up working for a PTE in New Zealand, and then I moved to the University of Auckland. There I worked my way up to the deputy director of international.

    What has it been like in Beijing during the outbreak of COVID-19?

    I was actually in China when SARS broke out, 20 years ago, too [while at a previous role]. This time seems quite different to then. The level that China has mobilised this year has been quite amazing to experience firsthand.

    It’s been really surreal, particularly during the January and February months. Despite Beijing having a population of over 20 million people, for weeks we saw no-one on the street - you could cross the road with your eyes closed, which never happens here. At other times, it could get quite depressing having to stay in all the time.

    Now, things are starting to get back to normal. It really varies across China, but here in Beijing, businesses are opening again, people are starting to go into the office for work, people are going to restaurants and dining out – while still following physical distancing etiquette.

    We feel really lucky that we were able to stay here, because safety comes first and foremost in China. There’s still a lot of temperature checks, for example, if you order food on the receipt it will tell you the temperature of the chef and the person who delivered it to you.

    Most of Team China is working at home, and will come into the office when they need to. We’re working our butts off at the moment to keep things rolling. We’re involved in digital events almost every day. And although we’re not going out to meet people, we’re working closely alongside our agent contacts and partnership network.

    What would you advise to people trying to conduct business in China?

    You have to be patient and not expect results straight away. You have to nurture relationships. It’s about understanding that cultural difference, because the way China does business is quite different to back home.

    A profile of Miranda wouldn’t be complete without you introducing us to your cats. Could you tell us about them?

    I have two cats, one boy and one girl. They are my babies. I don’t have real babies, I have cats.

    The boy is called Nonga; he’s a real big personality, everyone around here knows him and he’s becoming famous on WeChat! Even though he has stage four renal failure, he still makes us laugh. My girl is called Missy Moo – she’s more shy and is quite happy to stay at home on your lap.

  • Assistance during COVID-19

    Education providers, intermediary or community organisations and students can use the resources linked below to know where international students in New Zealand can find assistance if they are in urgent need of essentials like food, medicine or cleaning products.

  • English New Zealand’s new Accredited Pathway Assessment opens up cross-sector collaboration

    Bridge International College, Kaplan International Languages and Languages International are now able to offer the Accredited Pathway Assessment (APA).

    Although there are already agreements between individual English New Zealand schools and universities, the APA puts in place a structure for acceptance of proficiency across all of the universities, English New Zealand executive director Kim Renner says.

    “This will enable greater collaboration between English Language schools and the universities,” Renner says. “With inevitable changes coming for the export education industry due to COVID-19, seamless pathways into further study and close collaboration will become more important than ever before.”

    In Australia, the rate of students who transitioned to further study is significant – according to a report released by the Australian government in January, 54 percent of English language students go on to attend an Australian university or vocational training provider. Anecdotally, we know the rate in New Zealand is much lower. There is room for New Zealand to encourage more of the 20,000 plus students who study at unfunded English language schools in New Zealand to make much more of pathway opportunities.

    Accredited schools will use the APA to attract those students who are interested in studying at a New Zealand university, but may not meet the current English Language standards.

    The APA is also a way that English Language schools can prepare students for New Zealand’s academic teaching style.

    “The assessment is built into a school’s teaching – it’s not a one-off test,” Renner says. “Key goals are to increase cross-sector collaboration and provide a great student experience.”

    This announcement is a result of a Memorandum of Understanding signed by English New Zealand and Universities New Zealand in June last year. The APA is only available to English New Zealand member schools.

  • From the CE: The next phase

    One of the first projects to be discussed in the early days of lockdown, the Future Focus Programme, was launched last week.

    The programme has reallocated $1.2 million of our existing funding to provide our sector peak bodies with the support to reimagine international education in a post COVID-19 world. ENZ has already approved funding for two peak bodies.

    Initially, funding will assist peak bodies in developing an innovation plan with their sub-sector. Once planning is complete, funding may also be provided to support the introduction of innovation projects.

    ENZ’s Industry Team will work in close contact with the sector on the programme, and although it’s a little while away, I’m looking forward to seeing what creative initiatives come out of it.

    Since my last update, we have also stood up an internal group who will be charged with preparing and planning for ENZ’s role in any possible relaxation of border controls for international students.

    This group will work with other Government agencies and representatives from the international education community to develop an understanding of what the challenges are in reducing border restrictions and implementing strict quarantine requirements, as well as how the sector can prepare.

    We are aware that some international students are experiencing unusual hardship because of changes to their personal circumstances due to the global impacts of COVID-19. The Government has established a hardship grant fund for international students to address urgent, temporary needs, which ENZ will administer.

    The $1 million fund is designed to meet emergency, temporary needs, and must be both applied for and administered by either an education provider or a community group.   • You’re invited to Uiui: a market update on Latin America

    Entitled Uiui (a Te Reo Māori word meaning to investigate or examine), the series comprises two Zoom webinars with ENZ Regional Director Amy Rutherford as moderator.

    1. Uiui: LatAm Business

    When: 8:30am NZT, 30 June

    What: A conversational presentation by a panel including NZTE Regional Director Steve Jones and NZTE’s trade commissioners based in Brazil, Chile and Colombia. The panel will provide an economic overview of the region, including the challenges and opportunities presented by the COVID-19 pandemic, and then take questions.

    2. Uiui: International education’s new landscape

    What: Speakers from the main local education agent organizations, the Brazilian Educational & Language Travel Association (BELTA) and the Colombian National Association of Education Advisors (ANEX), as well as ICEF Latin America will talk on the LatAm education landscape in light of COVID-19, as well as the current trends, strategy for recovery, and feedback from students.

  • From the CE: A transitional phase

    First of all, a big thank you to everyone. Your insight and problem-solving on so many urgent matters, including student wellbeing and repatriation, has been invaluable.

    I’d like to reflect quickly on how we’ve worked together so far. Our activities together represent just a beginning on the long road ahead. Within ENZ, we have: 

    • Created and administered the International Student Hardship Fund, which has allocated $1m to 105 providers and community organisations, assisting approximately 11,000 students. 
    • Created the Future Focused Programme and invested $1.2 million of reallocated government funds into the future of the industry to encourage innovation. 
    • Stood up cross-organisation teams within ENZ to focus on student wellbeing and support the repatriation of school-aged students. 
    • Communicated and engaged intensively with peak bodies, education providers, agents and in-market partners. 
    • Invested in NauMai NZ and increased our communications to students within New Zealand 
    • Continued to maintain visibility of New Zealand as a high quality study destination, and 
    • We’re continuing to work closely with other agencies, who have optimised policy settings to cushion the sector from the impacts of COVID-19 as far as possible.

    Of course, a crucial step of the international education sector will be bringing in students.

    International students remain a priority group in the government’s planning for any managed border entry agreements. We’re looking forward to welcoming international students into New Zealand again, but we need to make sure we do so in a way that is safe for everyone.

    There are many details to be worked through, including practical quarantine and self-isolation arrangements, monitoring processes, and how the costs can be shared by those arriving.

    As a result of this complexity, Minister of Education Chris Hipkins has advised our sector leaders that international students will not be returning to New Zealand in July and August this year. He hopes that we will be able to safely welcome small groups of students by the end of the year and begin building up towards 2021.

    We need to have and retain public confidence in the managed border re-entry process, before we welcome cohorts of students to New Zealand.

    Finally, our work towards a sector recovery strategy continues and I look forward to sharing more with you this July.

  • Emergency benefit for temporary visa holders

    Emergency Benefit, which was available for eligible temporary visa holders until 28 February 2021 from Work and Income at the Ministry of Social Development, has been extended to 31 August 2021.

    It’s a weekly payment to help with basic living costs while the person arranges to return home as soon as they can.

    You can direct in-need students to this Work and Income link to find out if they will qualify and how to apply.

    Who is eligible

    Foreign nationals may be able to get the Emergency Benefit if they:

    • have a current temporary New Zealand visa that is not sponsored, for example a visitor visa, student visa or work visa
    • are in financial hardship with no other means of support (other than money to buy a flight home)
    • either:
      • are arranging to return home as soon as they can, or
      • can't get home because of COVID-19 travel restrictions but will do so as soon as flights are available
    • are taking all reasonable steps to find other means of support, including looking for work; consular assistance; savings or support from family, friends and organisations in NZ or overseas
    • have a valid passport
    • have a New Zealand bank account
    • have an Inland Revenue (IRD) number.
