School exam reform in China
The changes are part of the Guiding Opinion on Further Advancing Exam and Student Enrolment Reform at High School Level, officially released by China’s Ministry of Education. Key features of the Guiding Opinion include:
- The intention to combine the Middle School Completion Exam (Chuzhong Huikao) and High School Entrance Exam (Zhongkao) into one ‘Middle School Academic Achievement Exam’ (Chuzhong Xueye Shuiping Kaoshi).
- Middle school students (Years 7 – 9 in China) will have the freedom to choose optional subjects whose exam results will contribute to the final Middle School Academic Achievement Exam (alongside their usual compulsory subjects, for example, Chinese literature and maths).
The overarching objective of the reform is to advance students’ development by allowing them to choose elective courses to complement compulsory subjects. This reform is consistent with adjustments to Gaokao, China’s College Entrance Exam, where students have the option to choose what they want to study, and can pursue what they are good at.
Piloting of the reform is expected to begin at a provincial level from 2018 onwards, and will not affect students enrolling until then.
Rosemary An, ENZ’s Education Manager based in China, says that when these changes come into play, they will likely have some impact on Chinese students who decide to study abroad.
“The changes show an effort by China to mitigate exam burdens and to emphasise the value of all-round development. An added benefit is that if these Chinese students decide to study in New Zealand, they are likely to adapt more quickly to New Zealand secondary schooling as they will have already experienced ‘course selection’ in their home country.”
While it is still too soon to predict what this development will mean for overseas study trends, Rosemary recommends that any institutions recruiting Chinese school students should be aware of this development.

Students express anger over visa fee hike
Students are expressing anger, sadness and disgust in response to the Australian Government’s announcement on Monday that say student visa application charges increase by 125 per cent to $A1600. Many are saying the rise in fees is unfair and excessive.

International students contributed $31 billion to Canadian economy in 2022
An updated analysis from Global Affairs Canada (GAC) estimates that the combined direct and indirect GDP contribution of all students expenditures in the country amounted to CDN$30.9 billion (US$23 billion) in 2022. Researchers fool university markers with AI-generated exam papers
Researchers at the University of Reading fooled their own professors by secretly submitting AI-generated exam answers that went undetected and got better grades than real students. New approach for Korean middle schools
The Korean government wants to improve levels of student happiness, and move on from students validating their success and self-worth only in terms of academic performance. A priority is to support students to pursue “non-core learning areas” (such as music, arts, physical education, career exploration, club-oriented activities, etc). Each school will now designate a semester that is exam- and test-free to allow students to experience a wide range of these activities.
This approach represents a big change in the Korean education environment. To date these students have relied heavily on simple memorisation and rote learning instead of thinking creatively or critically. The government now expects students to freely discover their competencies and capability, free from the stress associated with exams. Korean President Park Geun-hye describes this initiative as a “key task to fundamentally change Korea’s education system”.
Under this new initiative, schools will teach students using diverse and engaging methods such as discussion, experiments, outdoor activities and team projects. Opportunities for students to engage with activities that may inform their thinking about future career options and/or future subject choices is also encouraged.
The initiative began as a pilot in September 2013 with 42 Korean middle schools (1 percent of all Korean middle schools). It was expanded in 2014 to around 800 schools (25 percent), and to 1,500 schools in 2015 (nearly 50 percent). This year, all 3,204 middle schools – and their 1.5 million students – will implement this approach.
Opportunities for NZ schools
This new way of working not only requires a significant paradigm change in thinking for educators and parents, it also requires Korea to develop new infrastructure outside the classroom. It may therefore take some time to fully develop.
This new initiative presents an opportunity for New Zealand schools; two groups of Korean parents may be interested in sending their children to study abroad during the exam-free semester:

Families that wish to take advantage of the New Zealand curriculum, teaching expertise and existing infrastructure in terms of these broader subject areas (especially opportunities to learn outside of the classroom that are available at New Zealand’s intermediate schools); or
-
Families that have a more traditional Korean academic education preference and wish to provide their children with an intensive learning experience (such as significantly develop their English language skills).
New Zealand schools may therefore wish to reframe their marketing collateral for parents to demonstrate the strengths of their school’s programmes to deliver quality educational outcomes for Korean middle school students during these exam-free semesters.
FAQs
What age and year level are Korean middle school students?
Students in Korea start school at age seven, rather than five, the usual age in New Zealand. Korean middle school students are in years seven and eight and aged 13-14 years. The table below compares the age and year of the two school systems.
What are the Korean school semester dates?
Korean school year is divided into two semesters, running from 1 March to mid-July, and from mid/late August to February.
Who decides which semester will be exam-free? Will it be the same semester for all schools in a region, for example?
Individual principals, in consultation with their school staff decide which semester will be selected as the ‘exam-free’ semester. This could be any semester between the first semester in the first year and the first semester of the second year.
Would this be an opportunity for students to spend the whole semester away from Korea, or are we talking about short (say 2-3 week or 4-5 week) programmes for groups?
This will likely be predominately an opportunity for individual students to study for a full semester in New Zealand.
That said, it is possible that schools with MoUs with Korean schools could promote an exchange or short course study abroad programme, but New Zealand schools who are interested in this should carefully canvas existing sister schools first to confirm whether this approach would meet the requirements.
What does experiential learning mean in Korea?
The following four types of activities have been recommended by the Korean Ministry of Education:

Topic of interest: students choose topic(s) of interest and participate in a programme of activities around the topic, such as: entrepreneurship, design, animation, film, barista skills, smartphone app development, robotics, cooking, science etc.

Arts and physical education: students undertake activities that are not part of their regular school curriculum such as: participating in a musical or in a band, curating, industrial design, or physical education activities such as sports leisure industry experience or exploring career options around soccer, dancing etc.

Club activities: student clubs can be organised by students around topics of interest. These could be linked to other activities such as sports, career or volunteering such as a hospital volunteering group of 20 students who go to local hospitals to help out.

Career: students discover what employment options await; giving a chance for them to begin thinking about the sort of work they would like to do in the future and to gather information that will help them make good decisions about the courses they will undertake when they enter secondary school. This could include going into workplaces to experience, observe etc. and could also include a career counselling component.
The New Zealand curriculum, teaching techniques and education outside of the classroom experience and infrastructure appears to be a good fit with this initiative.

Immigration New Zealand Data Agreement

Special offer on ICEF Academy NZ Education Agent Course
ICEF Academy, the professional training arm of ICEF, has launched a new online course that is designed to equip education agents with the resources they need to provide the highest quality of guidance to students wishing to study in Aotearoa New Zealand.
The New Zealand Education Agent Course (NZEAC) has been developed in collaboration with Education New Zealand Manapou ki te Ao (ENZ) and adds to the ICEF Academy’s portfolio of destination training.
ICEF is now offering a promotional rate for readers of E-News. Education agents can use the code NZEAC30 during checkout to purchase the exam with a 30% discount. This offer is available until 31 December 2024.
Since its 27 June launch date, the course is already proving popular. As of 14 August, 618 education agents have enrolled in the course, 532 have started, 127 have completed the course, and 16 have graduated.
Commenting on the course’s uptake, Sahinde Pala, General Manager Sector Services at ENZ said it was encouraging to see that the course was proving popular amongst education agents.
About the course itself, she said “The course offers comprehensive insights for education agents to help them advise students on study in Aotearoa New Zealand. It will help them become better informed about the country’s policies, culture and education system so that their advice to students is current, accurate and helpful.”
In undertaking this course, education agents will have the opportunity to study modules which will encompass New Zealand’s culture and history, education system, work policies and legislation, as well as effective student recruitment and support. The course is self-paced and free, however those seeking to highlight their knowledge as a destination New Zealand specialist have the option to undertake a paid certification exam, for which the 30% discount applies.

FutureLearn platform and courses
- New Zealand’s offerings include short courses from leading universities, English language schools, vocational PTEs, Institutes of Technology, and edtech educators including virtual reality developers and game designers.
- These not for credit courses are on average 6-8 hours long from providers across the sector.
- FutureLearn is a global online education platform jointly owned by the UK’s Open University and The SEEK Group with an existing community of approximately 15 million learners globally.
- These courses are available to learners (including teachers and educators) all over the world, including here in New Zealand.
FutureLearn is actively promoting this campaign in the following prototype markets:

The Campaign’s place in the wider strategy for international education
- ENZ is leading a programme of work that focuses on the diversification of international education products and services. It forms part of the Government’s Recovery Plan for International Education, under the “Transforming to a More Sustainable Future State” workstream.

- We’re able to test a new recruitment and distribution channel at little cost.
- As providers, we receive notification of any further interest generated by these online courses, which could lead to further study opportunities – either online (on FutureLearn or elsewhere), or onshore when current border restrictions sufficiently ease.
- As part of the process FutureLearn worked alongside providers like us, supporting us while we created (or optimised) content for the platform.
- Standard membership fees are being waived by FutureLearn for this prototype.
- ENZ is also funding a global campaign via FutureLearn to promote the prototype.

- FutureLearn offer courses from around 250 providers from around the world. These courses range from tasters to full online degrees.
- 15 million learners use the platform. Many (27%) users are UK-based but increasing numbers of learners across the globe are accessing FutureLearn.

ENZ calls for funding proposals for New Zealand-China research partnerships

The New Zealand-China Tripartite Partnership Fund 2024 offers funding of up to NZD 20,000-30,000 including GST for each partnership project, with the call for proposals open until 1 March 2024.The fund supports new or existing research partnerships between New Zealand and Chinese universities. There are usually three universities involved – two from China and one from New Zealand.
The Tripartite Partnership Fund, administered by ENZ, has a pool of up to NZD 100,000 in 2024 for research partnerships in the arts, humanities, social sciences, sciences and applied sciences. Designed to encourage strategic academic relationships, the fund focuses on fostering relationships and the development of the partnership rather than funding the research itself.
The Tripartite Partnership Fund is a key piece of education cooperation between New Zealand and China. Projects under the fund have enjoyed a high level of visibility and attention in both New Zealand and China. For example, the Tripartite Partnership and its projects were highlighted during the visit to New Zealand by China’s Minister of Education H.E. Huai Jinpeng in August 2023.
Lisa Futschek, General Manager International, is encouraged by the interim reports of the current Tripartite Partnership Fund recipients and their accounts of travel to China to reconnect and work with their partners this year following the pandemic.
“It is great to see the reciprocal exchanges between New Zealand and Chinese research partners thriving with mobility between the partners leading to promising research outputs,” Ms Futschek said.
Established in 2005, the Tripartite Research Partnership is a valued part of the New Zealand – China bilateral education relationship and we welcome proposals from researchers to join the growing list of funding recipients.
