  • Strengthening New Zealand’s education links across South America

    New Zealand has reinforced its education and research partnerships across South America following a high-level diplomatic and business mission led by the Minister of Foreign Affairs, Rt Hon Winston Peters from 1-9 March.

    The mission visited Argentina, Uruguay, Brazil and Chile and included a cross-party parliamentary delegation, a business contingent and representation from the tertiary sector, signalling strong, unified commitment to deepening New Zealand’s engagement with the region.

    Brazil: Renewed education cooperation and creative industries focus

    In Brazil, education collaboration was a central outcome of the visit, with the signing of a new Education Cooperation Arrangement (ECA) between New Zealand and Brazil. 

    Signed in Brasília by Minister Peters and Brazil’s Executive Secretary of Education, Leonardo Barchini, the agreement refreshes and replaces the previous 2004 memorandum of understanding.

    The new arrangement establishes a framework for deeper cooperation across all levels of education, including student and academic exchanges, joint research projects, vocational and technological education, and the sharing of best practice. Priority areas include diversity and inclusion, indigenous education and language revitalisation, digital education, teacher training and sustainable development.

    Education New Zealand Manapou ki te Ao Market (ENZ) Development Manager, Bruna de Natale said the agreement sent a strong signal to students and education institutions alike.

    “This is very positive news for the international education sector and should make it easier for more Brazilian students to study in New Zealand,” Bruna said. 

    “Stronger collaboration will encourage student exchanges at all levels, from English language courses to secondary and tertiary education, while also opening new pathways for researchers and institutions.”

    The Brasília programme also highlighted the growing impact of New Zealand alumni in Brazil’s creative industries, with AUT alumnus David Schurmann recognised during multiple official events.

    Chile: Alumni connections and new English language pathways

    In Chile, ENZ worked with the Ministry of Foreign Affairs and Trade (MFAT) and New Zealand Trade and Enterprise (NZTE) to showcase the long-term value of a New Zealand education through an alumni event in Santiago.

    The event brought together leaders across research, business and public sectors.

    ENZ’s Director of Engagement for Latin America, Javiera Visedo said alumni remain New Zealand’s strongest advocates in the region.

    “The stories we heard from Chilean alumni clearly demonstrate the lifelong value of a New Zealand education and the influence our graduates have across key sectors,” Javiera said.

    In Rapa Nui (Easter Island), Minister Peters also announced a new four-week English scholarship programme for tourism professionals, a joint ENZ-MFAT initiative designed to support skills development in a high-impact sector and grow future English language student mobility.

    Together, the mission’s outcomes underscore Latin America’s strategic importance to New Zealand and reinforce ENZ’s focus on building high-quality, sustainable education partnerships across the region.

  • ENZ Agent Seminars in China make a strong impact for rebuilding connections

    China is the largest source of international students for New Zealand with agents being the leading channel for student recruitment in this market. Building strong connections between providers and agents in China is critical to recovering student mobility, improving awareness of New Zealand as a study destination and strengthening New Zealand's market position. ENZ's Agent Seminars in China are a well-recognised and impactful way of building relationships with a range of key agents.

    In addition, Agent Seminars also help to keep agents informed with the latest official information and is an important tool that Education New Zealand Manapou ki te Ao (ENZ) and other NZ Inc agencies use to share such information. According to recent Immigration New Zealand (INZ) data, agents in China have a high approval rate for student visa processing.   

    Currently, ENZ runs its Agent Seminar series twice a year in this region and this latest series of events held in Chengdu, Shanghai, Hong Kong and Beijing were supported by the New Zealand Ministry of Foreign Affairs and Trade (MFAT) and INZ. INZ’s China-based representatives gave in-person presentations, an initiative which was well received with 88% of agents reporting its inclusion as “very or extremely important to their attendance” in a post-event survey.

    To leverage the visibility of New Zealand education providers in the China market, ENZ facilitated media interviews and social media recordings for participants at the Shanghai and Chendgu Seminars. New Zealand providers and ENZ representatives in Chengdu conducted interviews with 13 journalists, the highest response rate for media attending Agent Seminars to date. As a result, three million views were achieved from 58 stories published by 27 local media outlets, with New Zealand university representatives quoted in a media story and an exclusive interview and story for Te Pūkenga on the uniqueness of New Zealand's vocational education in a separate article.

    In Shanghai, the ENZ Shanghai team delivered a China marketing insights session for sector representatives. The presentation titled “Unlocking China’s Education Market: Insights and tools for success” covered:  

    • The key drivers of the consumer 

    • China’s media/digital/social media landscape​ 

    • The big four – WeChat, Little Red Book, Douyin and Bilibili (case studies included) 

    • ENZ’s China local marketing plan​.

    ENZ collaborated with Shinyway, the largest agent in the eastern region of China to produce short videos for the agency to promote online. The online promotion aimed to leverage brand awareness of a New Zealand education showcasing New Zealand providers attending the Shanghai event.  A big kudos goes to the 18 brave New Zealand representatives who accepted the invitation to participate in the filming. Education Counsellor and Regional Director Greater China, Michael Zhang, was also interviewed to present the advantages of a New Zealand education and our institutions across all sectors. 

    Shinyway has published all the videos on their consumer-facing social media platforms, including WeChat, Little Red Book, and Weibo. The collaboration enhances New Zealand providers’ market exposure by leveraging Shinyway's influence across their digital platforms and reaching prospective audiences in China elevating our brand profile within a highly targeted audience group.

    87.5% of New Zealand education providers also said that “attendance at the seminars was either “very valuable” or “valuable” for their organisation.”

  • From the CE: A monumental year

    Tēnā koutou katoa,

    December already! Where did the past 12 months go?

    The good news is that the effort that you have all put into this sector, that we are all so passionate about, has delivered results. My team tell me that enrolments for the first eight months of 2023, and the 12 months since the borders opened, have almost topped 60,000 (59,306 to be exact) and that the number of visa applications is much higher. From where we were when the borders opened this is significant and tangibly real, positive progress. It is also a positive indication for the future as many of these learners will be staying on into next year and are the foundation on which we can build further growth.

    That said there is still much to do.

    The recovery is not spread evenly across all sector participants and not spread evenly across New Zealand. While, at the time of writing, ENZ is yet to receive its letter of expectation from the new Government, international education was included as a manifesto focus area and I expect we will get very clear direction as to our role in continuing the recovery. This is good news too. Getting clear direction from Government enables us to know exactly what is expected and to focus our efforts accordingly.

    In the short time that I have been in the CEO role, I have come to understand the importance of focus. There has never been and never will be a shortage of opportunities when it comes to international education. It is a matter of identifying the opportunity that delivers the impact and focusing our attention there. I look forward to receiving the new Government’s direction and delivering to it alongside our many partners.

    The past 12 months have also been significant in the area of scholarships – the Prime Minister’s Scholarships for Asia and Latin America and the Manaaki New Zealand Scholarship Programme. Our scholarship programme was also bought to a standstill by COVID-19 and is itself recovering and recovering well. In 2023 more than 250 New Zealanders have been recipients of a Prime Minister’s Scholarship and more than 900 people from across the Pacific and Asia have participated in the Manaaki New Zealand Scholarship Programme with another 400 in the pipeline. As you know, ENZ administers these on behalf of the Ministry of Foreign Affairs and Trade. Both programmes successfully build enduring connections between New Zealand and our offshore partners and contribute to our communities here at home.

    For all of us, our colleagues and our whānau, 2023 has been a monumental year. There is much that we can, and should, look back on with pride and satisfaction. On behalf of everyone at ENZ, I’d like to thank you for your support and for the huge amount of effort and work that has been achieved this year. I look forward to working with you in 2024 to continue the momentum towards an international education sector that is sustainable, resilient, and innovative, and of high value for students, providers, and all of New Zealand.
